Contractors demand pending bills

ITANAGAR, May 31: All Arunachal Registered Contractor Association (AARCA) has demanded the state government to release pending bills of works completed under various centrally sponsored schemes, such as PMGSY, NLCPR etc.

The registered contractors association also demanded the executing authority/ various HoDs to strictly follow the guidelines of schemes and complete the works within the stipulated time by maintaining quality.

AARCA also urged the authority concerned to segregate the Class I, II, III, IV and V contractors of the state as most of the Class IV and V contractors of PWD are deprived from their work in spite of paying revenue regularly.

 

Ering discusses road connectivity with BRO DG

PASIGHAT, May 31: East Arunachal Loksabha MP Ninong Ering on Friday met the Director General of Border Road Organization (BRO) Lt. Gen RM Mittal at New Delhi and discussed issues relating to road connectivity in Arunachal Pradesh.

They discussed on improvement of Likabali-Tuting and Aalo-Yingkiong roads, Trans-Arunachal Highway between Pasighat and Bomjir under BRO, Jonai-Pasighat road, Raneghat-Mebo-Dambuk-Bomjir road, two-lane Siluk to Dambuk and approach roads to 7 bridges at 469.150 km, 472.765 km,474.585 km, 476.406 km, 478.340 km, 479.679 km and 490.150 km in Assam.

Admitting that undisturbed atmosphere was essential for development, Ering assured the DG that people of the state, particularly the roadside inhabitants, would extend all possible help and cooperation to the executing agency for timely completion the projects. DIPRO

 

ATA calls for promotional avenues

ITANAGAR, May 31: Arunachal Teachers’ Association (ATA) Central Executive Members has pleaded for immediate approval of 50:50 promotional avenues of AT to JT which is under consideration at the department of Education.

Representatives of ATA said this in a meeting with the  Parliamentary Secy. (Education) Bamang Felix for discussion on various pending grievances placed before the Govt. of Arunachal Pradesh.

Felix informed the ATA team that the Govt. of AP is committed for the improvement of the Education sector and utmost care is being paid to this sector. On the issue pertaining to ATA’s grievances, he informed that the government is contemplating on to address the issues on need based. He also informed that, keeping in mind the hardship faced by the contractual teachers the GoAP has released the pending salaries of contractual teachers and student stipend.

The ATA members also apprised him on the need for complete Bifurcation of Elementary & Secondary Education and replacement of existing text books of Elementary level with new syllabus based on regional framework and introduction of Sociology and Education subjects in the curriculum of Secondary Education among others.

The ATA members also met Secretary of Education Marnya Ete on 28th May to discuss issues pertaining to educational scenario andconcerns of the teaching fraternity of the state.

 

Young student passes away

ITANAGAR, May 31: Lenin Tungi, a young student, who was the General Secretary of Arunachal Vivekananda Yuva Shakti (AVYS), a voluntary organization, untimely passed away this morning. A very bright student who was a product of VKV Seijosa and currently studying at DN College, Itanagar in BA 2nd year, his death has shocked everyone, stated a release.

Late Lenin was known for his selfless service to the needy people. Under his leadership, members of AVYS saved lives of the thousands of people by making Voluntary Blood Donations in both RKMH and General Hospital Naharlagun. He regularly used to visit the hospitals of Capital Complex and looked around for the needy and helpless poor patients irrespective of caste, creed and religion.  The members of Arunachal Vivekananda Yuva Shakti(AVYS) has expressed deep sadness and stated that his death has left a hollow space which could be difficult to fill in coming days.

 

People’s support sought to achieve goal of cardamom project in Anjaw

ITANAGAR, May 31: The National Youth Project (NYP) sought wholehearted support of one and all to achieve the goal of its Cardamom Project in Anjaw.

Drugs, particularly opium addiction, had made inroads into many districts of Arunachal Pradesh, particularly Tirap, Changlang, Longding, Lohit, Anjaw and Namsai districts, located near the infamous Golden Triangle. This had prompted NABARD and NYP to choose Anjaw for a project in 2011 to convert 22 opium addicts to horticulturists by taking up large cardamom cultivation to earn Rs 1.67 crore during 2011-12. The total output of the district that year was around Rs 8 crore which inked a success story.

 

Basic computer course concludes

DAPORIJO, May 31: The one-month free basic computer course, career guidance and counseling programme organised by All Tagin Students’ Union (ATSU) concluded here today.

Upper Subansiri Deputy Commissioner Komkar Dulom, who attended the valedictory function, advised the students that there is no shortcut to success without hard-working. Highlighting the importance of basic computer skills in today’s IT-driven world, the deputy commissioner also said that no occupation is superior to another. One needs to respect another’s choice in occupation.

Superintendent of Police Taru Gusar urged the students to give focus on their study only and encouraged them that one should not lose heart or disheartened when failure comes. He also asked the students community to use the social media in the interest of the society rather than misusing it.

Resource persons for career guidance and counseling were drawn from tourism sector and legal practitioners.

Judicial Magistrate (First Class) Domo Padu spoke about career in law, required educational qualifications and the importance of legal education.

District Tourism Officer Dikchu Raji briefed about career in tourism sector and its scopes in the state.

Altogether, 150 students from different schools of Upper Subansiri district attended computer course.

 

AAPSU observes World No Tobacco Day

ITANAGAR, May 31: The All Arunachal Pradesh Students’ Union (AAPSU) today observed World No Tobacco Day at its office in collaboration with Brahma Kumari Raj Yoga Itanagar unit. Hundreds of students participated in it.

Addressing the gathering, AAPSU president Kamta Lapung appealed the studnets present to refrain from indulging in any kind of addiction.

“You should devote your time in studies and be a part of nation building,” he said. He called upon the people of the state to join hands in making the state a drug free state.

Senior specialist, Pathology department, Arunachal State Hospital, Dr Sopai Rawsik who was the resource person on the occasion highlighted the side effects of drug addiction.

Professor, Education department, RGU Dr Jayadeva Saho highlighted the various social impacts of drug addiction on society in general. He exhorted the youths to be a part of social change.

Twin town suffocated by garbage as IMC busy in political tussle

ITANAGAR, May 31: The political tussle among the Congress Councilors of Itanagar Municipal Council (IMC) has badly affected the garbage management system of the twin Capital towns (Itanagar-Naharlagun) leaving many garbage tanks with heaps of wastes for the last couple of days. Many dustbins in Naharlagun and Itanagar have not been collected by the sanitation management vehicles.

Sources said that irregularity in garbage collection started following the ouster of IMC Chief Councilor Higio Aruni in a “No Confidence Motion” on May 25, 2015. The sanitation section of the Itanagar Municipal Council is reportedly not functioning properly as the IMC is working without a head following the ouster.

“After a political debacle, no one wants to shoulder the responsibility”, said a Councilor on condition of anonymity.  

However, IMC Sanitation Assistant Engineer Chapu Raju who is looking after the sanitation played it down saying that the political fiasco is not the reason for irregular garbage management. The AE cited lack of man power and dumper placer vehicles and weak financial position as the reasons.

He further added that lone hydraulic dumper placer is off the road for last week which compounded the garbage management saying that heavy garbage tanks cannot be lifted by labourers. “Despite so many problems, we are trying our best to clear all the dustbins at least along NH 52 till tomorrow”, added Raju. He further appealed the people to bear with the department till the dumper placer is restored.

 

 

Girls outshine boys in APJEE

Taku Rini, Samripa Paul tops merit list

ITANAGAR, May 31: Consistently the girls have outshined the boys in Arunachal Pradesh Joint Entrance Examination 2015.

Taku Rini of Donyi-Polo Vidya Bhawan Itanagar has topped the PCB (Physics, Chemistry and Biology) category-I this year while Samripa Paul has topped in the category-II.

Apart from DPVB, Rini did her schooling from JNV, Doimukh and Blue Pine School in Ziro, Lower Subansiri district.

She joined Scholars Institute, Itanagar for one year coaching.

While speaking to this daily, she expressed happiness over her success and credited it to hardwork and punctuality. “I balanced time nicely and slept properly” Rini said.  

Tumgam Kaye of Independent Golden Jubilee Higher Secondary School Pasighat is ranked two in Category-I.

While sharing his secret mantra of cracking the joint entrance examination, Tumgam Kaye disclosed that he distanced himself from smart phone and managed time properly. He credited his success to his teachers at Scholar Institute Itanagar and his parents for guidance.

Shashi Pandey was ranked second in Category-II while Geyum Ete(C-I) and Deepak Kumar Thakur(C-II) were in the third rank respectively.  

Out of 5373 applicants, 4317 candidates have appeared the joint entrance examination, informed Dr Tejum Padu, Director Arunachal Pradesh State Council for Technical Education.

The exams were conducted on May 30 and the results declared today, a tradition of declaring the results within shortest possible time was followed and maintained by the Department.

In Diploma (Mathematics and Science) Category-I, Guining Pertin topped the rankings while Lejum Gongo and Linu Kato are in rank-two and three respectively. In Category-II, Srishti Jha, Debrup Sarkar and Bishal Dey got the first three positions.

 

 

 

Eminent social reformer Mudang Laling passes away

ITANAGAR, May 31: Renowned social reformer and public leader Mudang Laling, son of late Mudang Ribya of Mudang Tage village, Ziro breathed his last today after a brief illness.

A great harbinger of people of erstwhile undivided Subansiri district with vast experience in socio-political and cultural life of Apatani society, Laling had to his credit the experience of 23 years as Anchal Samity vice president.

He was instrumental in movement against gambling, tattoo system among the Apatanis and widening of village roads, and initiated many such social reforms. He was also the President of Arunachal Pradesh Catholic Association (AAPCA).

He was one of the members of delegation to Shillong along with Lt. Tadar Taniang and Gumke Riba to protest against the Freedom of Religious Act passed by Arunachal Pradesh during 1979.

Alumni of St. Anthony’s College, Shillong, Laling had contested in Lok Sabha election in 1980. He was the ZPM of Ziro from 1980-1983, VP of Ziro from 1987-1992, Convener, PPA, Lower Subansiri (1977-1980), Chairman Legal Cell-APCC (I) (1981-183), Treasurer DCC (I), Lower Subansiri (1983-85), Vice President, DCC (I),Lower Subansiri (1993-95), President, Morning Star Society Arunachal Pradesh(1976-1991), Secretary, Apatani Multipurpose Co-operative Society Ltd.(1978-1985), Chief Auditor, AAPSU (1975-1977), President, Core Committee, All Dibo, Dutta, Hija & Hong’s People, Ziro (since 1994), Secretary, MTCS, Ltd, Ziro (since 1989), President All Arunachal Panchayat Raj Union (1985-89).

Meanwhile, the death of Laling has cast a pale gloom in the entire state, particularly Apatani Valley.

“His untimely demise is a colossal loss to entire Apatani society in particular and Arunachal in general. The vacuum created by his death cannot be filled easily,” said Apatani Career Guidance Forum.

Thousands of relatives, well wishers and friends have paid their last respect to their leader today at his Karsingsha residence.

APCC president Padi Richo, former Minister Tapi Batt, former MLA Nani Ribia, Tanii Supun Dukun (TSD) President Dr. Hage Loder, senior leaders and former Editor of Arunachal Times Tasso Grayu, senior leader Puna Guth, PCCI General Secretary Tamchi Tahar, Secretary to the Govt. of Arunachal Pradesh Dani Sulu,  Nani Mali, Chief Engineer, PWD Er. Kuru Sera, Tage Taki Yasung, and representatives from various Apatani NGO’s, religious leaders from all communities, Apatani officers and general public thronged Karsingsa and paid their last respect to the departed leader.

Describing his premature death a great loss for the society and the state as a whole, the members of Tanii Supuñ Dukuñ said that people will always remember him for his immense contributions towards socio-economic development of the society.

“May almighty rest his soul in peace and give courage to the bereaved family to bear the great loss”.

“Laling was torchbearer of Apatani community and in his death, we have lost a great leader,” said Apatani Cultural and Literary Society in a condolence message while recalling his immense contribution towards socio-economic and political development of Apatani society.

ACLS conveyed heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul.

 

 

Dams are earthquake resistant, claims NHPC

ITANAGAR, May 31: NHPC has claimed that “there cannot be a situation that even a major earthquake may cause distress to Subansiri Dam. As far as the design of Subansiri Lower Project is concerned, it is reiterated that all the codal safety procedures have been validated by various Apex bodies of the Govt. Of India and other Govt. constituted teams of experts at various stages which leaves no doubt for safety of the structures in the event of seismic calamities”.

Peak Ground Acceleration (PGA) value adopted for Subansiri Lower Dam is 0.38g which the gives strength to dam to withstand earthquake of magnitude even greater than 9 on Richter scale.

Safety of the Subansiri Dam is assured, even if there is widespread destruction elsewhere on the strength of strict adherence to seismic design parameters during the construction phase.

The NHPC claim has been made even though experts have time and again been warning the impacts of these dams in an event of natural calamity. NHPC projects being located in the seismically sensitive zone-v are also no strangers to earthquakes, NHPC said while adding that  the dams built by Corporation withstood severe earthquakes that occurred in the past because of earthquake resistant design and strict adherence to seismic design parameters.

 

 

JFA resents court order banning Bandh-call news

GUWAHATI, May 31: Journalists Forum of Assam (JFA) has expressed dissatisfactions over a high court order preventing media coverage relating to any Bandh-call in Meghalaya and opined that in the days of robust alternate media in Northeast India banning the newspaper and news channels for a particular cause makes little sense.

According to media reports from Shillong, the Meghalaya High Court in an order issued on May 27 has banned the media from publishing statements by organisations calling for bandhs (shutdown/general strike) in the State which results in disruption of normal life. The order came following Meghalaya police chief Rajiv Mehta recently requested the court to restrain the media from carrying statements by the Hynniewtrep National Liberation Council as well as other organizations calling for shutdowns and other forms of agitations.

The court directed that ‘the statements of HNLC or any organization which may disturb the even tempo of day-to-day public life and cause violation of fundamental rights of citizens in particular under Article 19 and 21 of the Constitution of India relating to strike, bandh, hartal, road blockade and holding of rallies with unlawful design shall not be issued by any of the print and electronic media’.

“On principle, we do not support the culture of Bandh, but the media’s right to report about a call for general strikes by any organisation in a democracy like India should not be curtailed,” said a statement issued by JFA president Rupam Barua and Secretary Nava Thakuria.

The JFA however pointed out that the media should not glorify any disruptive activities in the name of freedom of the press.

The JFA questioned that if the mainstream media was restrained from reporting the Bandh-call, who would prevent the social media-users from spreading the same.

Rather in case of Bandhs, JFA argued, the authority should (must) take appropriate actions to maintain the civic amenities. The forum also demanded strong actions against those individuals, who adopt vandalism to impose Bandhs over the fellow citizens.

 

 

Agri-Horti based farming is only solution to unemployment problem

PASIGHAT, May 31: Agri-Horti based farming is the only way of reducing unemployment in our resourceful state, said Leadership in Environment & Development (LEAD) fellow and Sustainable Development Forum Arunachal Pradesh (SDFA) Secretary Nalong Mize.

Addressing the 20th Students’ Meet of All Sissen Students’ Union Saturday, Mize said Sissen village, one of the pioneers in cardamom cultivation in the state, should set an example and be role model for spices cultivation in the state.  

He exhorted the youths to be dedicated and sincerey to achieve their goal in life, adding that academic stress should be given to gain quality education. Mize, who was former advisor to CM, advocated for need of Adi Land Resources Development Vision in order to develop the community and to re-look to tap the rich natural resources for sustainable development of the people.

He also advised the parents and teachers to give special care during the foundation years and train discipline in order to create conducive atmosphere in day to day life.

Sissen Village Welfare Society president Tajir Siram informed that the village which is having more than thousand hectare of farmland is deprived of road communication and medical facility.

He said that despite contributing GDP to the nation, the state and nation is not paying attention to the villagers’ demand.

While expressing concern over the threat posed to Kekar Monying Heritage site due to construction of Trans-Arunachal Highway, Siram requested the ABK to erect Abor-Gate from Kekar Korong to Kekar Tourist lodge.

Sissen GB T Nonang lamented that because of absence of proper road connection most of the agriculture produces get decayed and lives of the people are becoming miserable. He threatened to continue the strike until the road is connected.

Politics over specialcategory status

Union minister for chemicals and fertilizers Ananth Kumar today claimed that politics would not come in the way of the north east regions development. He added that for the next five years there will be no politics and everyone will work for all round progress. Kumar made this statement while laying the foundation for National Institute of Pharmaceutical Education and Research's (NIPER) permanent campus at Kamrup, Assam. It is great to hear such positive thoughts from a union minister.

However ground realities look different. After coming to power at centre, the BJP government has withdrawn special category status from the north eastern states.  This has badly affected the developmental process in the region. Majority of NE states are totally dependent on centre for fund and therefore having the status of special category helped in getting additional funds. Contrary to their statements in media, the present government  has treated NE states differently. Most of the  states are ruled by non-BJP parties and this could be one of the reasons for hostility. Today the Nagaland Pradesh Congress Committee and People’s Party of Arunachal lambasted the BJP government at the Centre for withdrawing the special category status from the north eastern States. People of NE region should not be made victim of the political battle. Central government will have to exhibit maturity and rise above the petty politics.

Plagued by planning, policies & financial crisis

Dear Editor,

The off repeat concerns & dissent shown by various NGOs & unions in regards to qualities of works in capital roads have proved beyond ambiguities.

The standing examples could be seen from the conditions of roads at localities like C- sector near Barapani Bridge, Hathi Mata & old cinema hall, Naharlagun where lanes are drenched at the dawn of early monsoons.

The HCM & his team of ministers’ hard bargained funds from the centre has flowed like floods to the traps of unaccounted few who dared to fish in trouble water. And in fact they have the highest catches. But what about the future of the capital roads where tens of thousands of vehicles ply 24x365 like turbulent waters? Won’t we be allowed to see the right to smooth flow of traffic in the already traffic jammed & narrow laned town roads? Do these people have least sense of responsibility towards the wellbeing of their own dear land & people?  May Good God prevail upon each one of us to be partners in sharing of our concerns on such malignancies when the state is already plagued by deep planning, policies & financial crisis.

Waiting for justice

Dear Editor,

Through your esteemed daily, I would like to put forward my anguish over the Home Department in particular and the State Govt. in general in regards to the recent physical assault on APP personnel by mob in Joypur area of Assam under Dibrugarh district. At the very onset, I would like to remind the esteemed readers of this daily that my elder brother SI Benji Saroh along with two others has been mercilessly beaten by the public of Joypur, Assam under Dibrugarh district without any provocation. The reason is that they were Arunachal Pradesh Police who has no value or respect in their domain whether they are on official duty or something else. In contrary, it seems that our honourable home department only know how to use the police personnel for their interest no matter under what circumstances they are going through. In fact, my brother managed to escape four times from the clutches of outrageous mob who were furiously chasing him throughout the night until he got rescued. He could have averted the gruesome attacked had he execute right to self defence tactics which is bestowed to every defence personnel for his/her self-defence but he denied it taking into account the sensitivity of the area which ultimately caused his eardrum partially ruptured, nasal bone partially fractured, eye severely injured, front canine tooth broken, uniform fully torn and his service gun with 10 live ammunitions (fully loaded) snatched. Being a layman, we have been taught that the dignity of a police personnel is associated with his or her uniform but for those people it is simply a piece of cloth which they can tear apart no matter who wear it. I wonder how could be the aftermath if our citizen thrashed Assam Police in the same manner they did to my brother.

Even after facing this horrific moment, he did not inform the family believing that the concerned department will look after the matter. But alas! His hope and belief never turned up, neither in the form of legal assistance nor financial from the concerned department. Now my question to the respective home department is are these the rewards of being very loyal to one’s duty? My brother is relentlessly serving in the trouble torn district (i.e. Tirap) for the past two and a half years with utmost dedication. He even sacrificed his time in the line of duty by not paying the last homage to our Grandpa’s brother who left for the heavenly abode just a day before this horrific incident. Now what he had gained from such honesty instead utter disdain and a severe humiliation!

Hence, I request the concerned authority to look after the matter as soon as possible and duly constitutes a Special Investigation Team (SIT) or the case be handled by not below the rank of a DSP. It’s already been 27 days but the Officer-in-Charge where the case has already been registered (Case No. 39/2015 U/S 294/341/325/392/34 IPC) has failed to arrest even a single person till today. The Assam Police are still clueless about whereabouts of his service gun along with the ammunitions. Also it was learned that the Joypur PS was only approximately 120 metres far from the incident site but I am sorry to say that it makes no difference as we usually expect least from them and undoubtedly they are.

I therefore once again appeal to the concerned department to negotiate with SP Dibrugarh and mobilize the OC who is presently looking after the case and delaying the investigation process by making lame excuses and trying to divert the case in different dimension. So the case if possible be transferred to Khonsa PS at the earliest for administrative convenience as well as for smooth conduct of investigation.

We are still hopefully waiting for the justice. Hope the law is equal for every citizen and one’s family status should not be a hindrance in getting justice.

Raise the issue

Dear Editor,

It is disheartening and disappointment to know that APPSC has only increased the age for appearing in the Exam of FAO/TO and not reconsidered the education qualification for the said post.

Earlier even APPSU had raised the issue of reconsidering the education qualification for the same post and government also assured AAPSU to look into the matter and asked for 10 days time.

Therefore we once again appeal to commission to look into the matter and also request APPSU to once again raise the issue with competent authority.

An appeal

On 9th May, AAPSU requested the Govt. of AP to reconsider the education qualification for the post of FAO/TO and increase the age limit for appearing in APPSCCE. And the government asked for 10 days to look into the matter, now it has been more than 15 days but we have not heard anything from the department. We appeal the department to look into the matter.
